I wan to create a 19 yrs old player with very high potential. i put the current ability at 150 with potential -10.
-How should i fill in for the technical/non-technical attribute? (base on current ability or potential ability?)

If you leave them 0, the game fills them for you.

The attributes you put in the editor should be based on current ability, but generally the higher ones he has will continue to grow and will most likely be where he gets his 20s.

One think to watch out for though is that most of the time when you leave the player stats at 0 the technical stats will generally be low
