Depends on different factors including PA, injuries, coaches at the club, clubs coaching facilities, matches he gets to play, whether he goes on loan, training reigime and so on... get the idea?

If you can't loan him out just keep developing him in your youth side and then reserves when he is ready.
If your senior side has easy matches (FA cup matches against weaker lower division sides etc) then give him a run in those sort of matches. There is little chance of losing them and it will help him immensely to get 2-3 senior games a season when he is young.

The players who have potential at my club I never loan out until they are 18+. I reject all offers in the mean time. I do this because a player goes on loan and gets the experience of playing, but its very rare he comes back with better stats than he had before hand. I'm most cases he comes backa lot worse.
So id rather him get the stats and get the practise later. I loan them out when im happy with the stats, or start giving them games on my bench and brining them on every game with 10 mins to go etc.

I've never really played enough seasons in '07 to bring a youth through to the 1st team, even with potential but I would agree with Cleon as that's something I do now; Have a kid on the bench the odd time and bring him on for the last 10-15 mins when we're winning the match.
I'm also loathe to loan them out very young..

Iv promoted 3 under 19's to my bench. one of which beeing Taylor my 6 2" striker age 18. he has scord 12 in 13 games for the reserves this year.
thanks for the advise guys, iv bought him on as sub twice now. 1st game he wins a flick on and another young super star scores, 2nd game im at home to Liverpool, i brin ghim on with 12 mins to go and he eventually scores to give me a 2-0 win.
he's got plenty of green ticks in training progress.
Glad to know you're having some success as, I'm sure Cleon would agree with me, this is easily one of the most exciting things about managing....

For me its the best part. Every year I scout for all the new regens and buy them early on. I then take control of reserves and under 18's

In FM, players stats are already pre-determined. As in, a player has a potential ability of 180. Currently, his playing ability is 150. His finishing is at 15.
If you use FM Genie and view at his stats and tick the box "show potential attributes", and you found out that when his potential is fulfilled, the highest his finishing can reach is 18.
To me, that is very unrealistic. It seems that a player already has his stats determined before he can even start to train for it!

No, FM Genie can only show what a player would look like if he "distributed all his potential ability equally on all attributes", which, is rarely the case in a team managed by the player.
That's why you get sliders for training intensity. You could make a young player with mediocre physical attributes improve 4~5 points each on acc, pac and (sometimes) jumping, if his PA permits, but then his technique related attributes would progress a lot slower. You could choose not to engage your out-and-out attackers in defense training, dropping their defence abilities greatly (like having 1 for marking and tackling) to distribute the PA elsewhere, and vice versa.
And this is what training is all about!
