there are some wonderkids who have a PA of -10.

The highest fixed value is 198 for Messi. Just download Genie or MiniScout and search your game.

The game throws up regens who have crazy high PA's

I've got some kid from the congo with a PA of 199, he's 18 tho and has a CA of 110 so who knows how long it'l be before i crack that nut.

There was a CB in america who had a similar PA but a CA of 53 lol. He was 14 tho so i couldn't get a WP for him. Not like i'd really want to tho lol

Besides the fixed PA´s i had 2 players with random -10 PA at 199 PA (Giovinco&Banega) in my last game. Both reached 190+ CA as well.
