I find that when you add a lot of nations to the play (besides than getting the game slower) is also very much easier, especially when controlling a low league team. For example as Alfreton I got promotion to Coca cola league One and there were so many French players who wanted to join my team. And all the players were championship good according to my scouts.
even at my first year in premier, I had leagues from Ireland and scotland so it was easy to find good players that other teams wouldnt even think of approaching.
Even if you wanted to give your team millions of pounds, it isn't cheating (unless it is in a network game) it is simply playing your game how you want to. You paid for it remember!

ideally any game you start will have the biggest database and number of leagues your computer can run. so if your machine was good enough, then you would run a game with every player possible, every league etc.
so no, not cheating at all. in fact, you are are just playing the game closer to how it should be played the more leagues and players you add, surely?
And since people on these forums are obsessed with comparing this game to real life, in real life all the players are available, you can't just tell players from africa, for example, that becuase they aren't famous enough that they must stop playing the game.
