This also happened to me and what you have to do is right click the fm07 shortcut, go to properties and in the "target" field tou have to put something like this:

"CProgramas\Sports Interactive\Football Manager 2007\fm.exe" --fullscreen_width=1280 --fullscreen_height=800

all the attributes become viewable in this resolution (1280x800), but you can use another if you want. Hope that solves your problem
