Make him 20 in AMC, AMR, AML and FC.

Then give him high stats in dribbling, technique, first touch, finishing, passing, long shots.

Make his CA about 180, PA 200, so there's a chance of improvement.

Also, you need a training regime that will improve the right stats. A striker who can tackle well isn't going to really get anywhere.

He will also need good stamina, pace, acceleration and balance.
