What is meant when a player has a -1, -2 etc potential rating? Is this better than say 200?

so if u wanted it to vary between 170-200 PA then you would put -10 but if u wanted specific PA u would just put the number in e.g 200?

yes but the player may not reach his potential, it depends on how often he plays and his training. if a player has a potential of 194 but hardly ever plays then he wont reach it.
