Missing edited nations

I edited the default database and created a new one. I can load it fine, but once i get to the point where i pick the nation i'll play with, the nation i edited doesn't show up. So, i edit Serbian players and teams, name the new DB, save it, start a new game, load the new database, but i can pick out of all the nations, but Serbia. What's wrong?

If you try to change the number of teams in a division, the game will not allow you to play it.

I didn't. I swapped some teams between divisions, changed player data, team data, stuff like that.
