Do not give very high CF to ALL players. Your game will get very chaotic. Just to two-three players that have better qualities - look for good flair, anticipation, off-the-ball, creativity and decisions + technical skills suitable for their position:
MC/AMC - passing, long shots, first touch, dribbling and technique (if the player is really superior than the rest he can be set as a playmaker)
Winger - dribbling crossing and technique
Striker - finishing, first touch long shots.
And also if you have a very tall striker with high jumping you can set him as tergetman and forget your worries about getting the ball forward
