I don't really get the scouting. I keep sending my scouts on duties, but the scouting knowledge keep getting lower...

Scouts work in a werid, yet wonderful way, as long as you keep them in check(the little buggers have often been known to stray)

Fortunately there is a way to solve your problem. Select different countries and regions for them to visit and your overall knowledge will improve. Keep sending to the same places and they will anger and turn against you(trust me I know). Good luck, and dont overwork them, otherwise it will backfire, theyll get jaded and compile less reports.
