There are other stand-alone leagues in the game, such as the Welsh one, so that isn't an inherent problem.
However I do think there is a major FM logistical reason for not going further down the pyramid. In FM07 the staff & players' attributes were down-scaled significantly - a huge improvement to the game
IMO. At LL level it means we have staff and players who have key attributes in modest single digits; at a lower level most attributes would have to be bunched around 1-4 maybe.

Yes there are other stand-alone leagues but the Highland league is not the highest league in Scotland ala WPL. I suppose it would be good to cut your teeth in but part of the fun in playing, for me anyway, is the possibility of promotions/relegations and European competition, non of which you can do in the highland league.
It took the merger of 2 highland league clubs to get Caley Thistle in and Peterhead, Gretna and Elgin had to wait for a top level restructure/Club going bust iirc.
