The bottom line is we don't sign anyone without scouting first. The player search screen is generally forbiden

My views? My scout searches the region I am in and I sign the players he finds or offer them a trial if I am at the start of the season.

Because no manager will waste his time sifting through loads of player names. He would want to know through contacts or scouts whether the players are any use or not.
