For Christ's sake I'll answer the question, they sign because they are already on pre contracts when you take over, therefore the deal they sign is when the come of age to take up the already agreed pro contract.

P.s, I've not done it myself but I think if you try to terminate all your youth players immediately you take over, you will have to pay some compensation to those on pre contracts (still might be worth it) but all others you can release on a free.

pps Because I really leeerve to help.
Once he's signed a pre contract you can only dump him if you pay compensation, but the moment he takes up that contract you can at least transfer list him.
All that of course can be discovered just by reading the news items that come up on the screen |

Frankly, half the problems in here are because relatively new "regulars" decide that they need to flame every n00b that walks in the door and makes a mistake instead of politely redirecting them.
