I have 353k in the bank in BSP. Yet for 2 consecutive seasons I have been a given a budget of zero. I am 3k under my weekly wage budget. Anyone else experienced this?

Have you tried using the budget adjustment feature? I didn't realize it was available at first, but it solved the same problem for me. In finances you can ask for a budget adjustment and you can take some of your transfer funds and direct them toward an increase in wages. Or you can do the reverse and give yourself more transfer funds.
But please understand that it isn't always available. In my current game, I tried giving myself a slightly larger wage budget by sacrificing some transfer funds, but the board wouldn't allow it yet.

It's usually at clubs with smaller grounds. The issue is that you have a healthy balance at the seasons start, but by the end of the season yours wages have eaten all money in the kitty. Which is you think about it is a sensible choice by the board. Then a new season starts and you get you season ticket sales to bluk up you balance again.
The best ways to get out of this 'slump' is to suggest stadium upgrades (if small ground is your issue) early in the season when you have the funds (board more likely to take a loan out for upgrades when you actually have funds when the suggestion is made).
Or lower your wage budget. The new budget system where you can trade wages for funds is great, but you have to remember if you adjust the wages too high you'll never have funds unless you turnover changes.

It's quite a simple calculation once you see it in affect.
52 weeks in a year so you need at least £52,000 transfer budget to increase your wages 1k (which is the smallest wage change you can make in UK currency).

Yes, many of us managing low-league sides (or Liverpool next month ) . Sack the board!!

I've had this problem with my club too and after bringing success for this team for 3 straight years I had my wage budget increased but not the transfer budget.
I had to sell my best player for 4.7 mil which was and still is a record for the club and finally after that I got 35% of that sum. Within several months, the board decided to increase the transfer budget due to the healthy bank balance which was around 3 million.
This was in a team from Eastern Europe's lower leagues so it will vary depending on the club's financial status.
