In a nutshell, yes. It's the very foundation of a managemnet sim that each attribute, action and reaction directly affects everything else.

I'd pay more attention to how it affects the players morale then what the actual reaction is. Players with poor morale are likely to perform worse then those with good morale, so even if the players reaction is negative, if they still have good morale, then performances are unlikely to be affected.
