Not quite, don't touch anything in the program files\si\fm path.
Virtually all graphics can go in my documents\sports interactive\fm07. In this fm folder make a folder called graphics. In the newly created graphics folder make four folders called backgrounds, logos, kits, pictures.
Any pack you then download can then be placed in the appropriate folder. So, say you download a Serie A background pack you put it in a documents\si\fm\graphics\backgrounds\italy folder.
If you download a english facepack it'll go in my documents\si\fm\graphics\pictures\england
The only exceptions are downloads that show up during a match itself (like sky sports pop-ups or the fancy ref icons -yellow/red cards/whistle etc). They have to go in program files\si\fm etc etc but backgrounds,logos, kits and facepacks are better in my docs.
I think this was SI advice as there was the possibility of deleting something important or patches affecting stuff if you just bung everything in program files.
Do the ticking as Super sub suggests, but dont forget to also tick "show backgrounds" and any other "show..." options if there are any. I forget whether there are "show picture"/show logos" options
