Is there any way I can change the rules of the danish/italian/portuguese (or any other league) to raise the number of foreigners (non-eu)allowed???

no, cant be done

the only thing that you can do using the editor is to select some nations and make them eu nations by selecting the eu nation box

easiest way around it is to use the fmm editor to add extra nationalaties to the players.
