This is a general question and really shouldn't be in this forum. Broadly if you want to win something with no money to begin with, it requires you to be a shrewd planner.
Any long term plan should cover the following:
1. Study your players - arrange tonnes of friendlies to assess your squad
2. Invite every free signing you can track down for a 2 week trial at your club.
3. After 2 weeks assess your squad again and determine who will be in your final 22.
4. Offer everyone full-time contracts so that they can maximise training benefits.
5. Coaches are a problem, not enough of them, so set up 2 training programmes. One for gk another for the rest of the team focusing on strength, aerobics, tactics.
That's the first stage and should be done within the first 3 weeks of your game time somewhere around 3rd week of july.
Now that you have sorted the side out...start looking at your finances. Understand your finances, you'll need to become some big clubs feeder club so offer yourself up as one and you may end up making some loose change + players.
Financially you should be sorted by now and be in the plus.
Next step start looking at tactics. Poor teams should stay simple and focused. Nothing works better than a 442. You can farrow it to become more offensive and you can turn it around and make it into a 424. Make sure the players use something simple and they're off.
Manage team talks yourself. DO NOT LEAVE IT TO THE ASSMAN for non-league football, they don't have the attributes for it.
Ok....hmm and yes cup runs. Try your best to focus on some cup runs, they draw in some funds as well, keep a big list of free signings around you. Bring players in and watch if they become wanted, and start selling em off. Wheel and deal your way, and before you know it you start adding more money to the bank.
As time goes on keep remembering to improve your training facilities to get better players and to use extra money you make for expanding the stadium
First off, what league are you in?
I find it's extremely difficult to win premier/first leagues without any money, so the key is to MAKE SOME. Sell the best players on your team because, let's face it, if you're a team that doesn't have any money, your best players probably aren't that great. Then take that money and try to get better the value with that money. Look in brazil, argentina, the good player forum. Opt for young talent, sign them to as long of contracts as you possibly can asap so they're stuck with you... that's about it
