You need enough players in the database to manager that country. I can't remember how many, but something around 40.

So if you want to manage a country that has less than 40 players (not grey players), then you'd need editor to help you for that.

Simply, you can just choose country that's on the playable list but has less famous name.

Load the Swiss league and try playing as Vaduz, the team from Liechtenstein. That way you will have youth players coming through as well
