I'm starting to ponder the point of scouting knowledge.
If you assign a scout to a region, by time he's researched three or four nations the ones he started with are all ready on the decline and by time he's finished the region you will usually only have knowledge of the last couple made.
Then, when you check your player search in the weeks after they've scouted a country the number of players from there without scout reports/stars dramatically drop.
Am I doing something wrong or has scouting something that people just haven't found time to complain about yet?
