exactly the same thing happened with me, i had to play with kader keita in goal which wasnt too much of a problem as the rest of the teams in the qualifying group were quite poor.
i got a coupla regen goalkeepers the following season but they were very poor
try boosting your scouting knowledge of cote d'ivoire and see if any come up on the player search screen
I was manager of St Pauli and Ghana and Ghana only Richard Kingson as a GK. Getting a bit fed up with this I used miniscout to see if there were any other eligible keepers around. In my 3 seasons in charge only one new keeper came through (PA of 65) at Brentford, English with Ghana as 2nd nationality. He was white, which was different but not impossible, however I was unable to call him up to the squad as backup. This is despite the fact that in his profile he claimed the he 'wanted to commit himself to Ghana even at this early stage of his career'.
On a tenuously related note there was this other Ghanian centre half playing for Liverpool with Spain as a 2nd nationality. He had been capped at U21 level for Ghana but was ‘waiting to if Spain want him before committing to Ghana’. 3 years I waited and no dice, there should be a player interaction option that says ‘Look Spain don’t bloody well want you and you are throwing away your international career’.

Regarding the second problem I played a game where I started from March instead of July and that particular player went on to play for the Spanish U19s, along with a couple of Argentinians.
