Currently I am playing as Sunderland and I am in the top half of the EPL I ask for a feeder club and I get only one choice in a playable league a league 2 side which is good so I picked them. Since then though every other club I am offered is a semi professional club in Belgium for some strange reason and that isn't a playable league for me and the main benefit is to loan them out to get past work permit regulations which is pointless for me because I am biased towards non-foreigners strongly but I accepte one just so I could get more options and incase I ever needed it.
And now every feeder club im offered is a semi-proffesional club in Belgium every single one.
You need to expand your scout knowledge. Try sending them elsewhere. It could be a bug for your case but try to see if scout knowledge was the root of the problem.
Prehaps they are the only clubs that are interested in making a link with you. Get your clubs rep up and start winning some trophies. The more known your club is the more clubs will be interested in benefitting from a link.
At Arsenal I was offered clubs from all around the world, American clubs for Financial, Top League French/Spanish for loans. And mainly Belgium leagues for permits.
