All you need to do is download third part kits, have a look at this site once you've downloaded all or the ones you want, go to www.download.com and get a program called winrar.

Install it right click on the .rar files you downloaded then click extract here, that will then create a new folder, put that folder into, my computer, c:drive, my documents, sports interactive, fm07 create a folder called graphics, that’s where your kit folders go.

Then start the game up, go into options, preference, untick the skin cache and tick the always reload on confirm, then confirm, the kits should all show then.

I think he's asking about creating a kit and badge, not adding new ones to the game.

In which case, you'll need a program like Photoshop, Paintshop, or GIMP(free, last time I checked). The badge is in the same boat.
