When a player has a minus number i no it is in between a certain amount

but does it stay the same in one game can a players pa go up and down if it is rando

Nope. The PA will always remain the same in any one game.

PA is usually fixed once the game db is set up at the beginning for players with random PA

i've seen players' PA decrease in previous versions of FM though, not sure how it is in FM08

Potential Ability should never change but sometimes if a young player or wonderkid gets a particularly bad injury(e.g shin splints) once they recover from it the physio gives a report saying they will never reach maximun PA and it actually goes down. This happened in 07 when I got Denilson on loan.

whilst testing my training schedules, i noticed some of the youngsters i sent out on loan to feeder clubs come back with lowered PA without sustaining any serious injuries

In 08 the PA change due to the player training and if he was a youngster or wonderkid his appearance in match will effect as well..

I think in 08 the PA may increase or discrease..
