You can watch as many matches as you want (Realistically. A Conference Manager is extremely unlikely to watch games abroad, never mind an afternoon game in Paris, an Evening game in Munich, and play a weekend game the following afternoon, if you get my drift)
Watch the game...identify a target...and send your scout to watch him in a few games. A manager would be off his head to sign a player based on one performance.
Sounds realistic enough to me WH, but like Ian says, once you've identified a player/players you like the look of, you should get your scout to watch him a few times.
If you have a decent scout, the second time may give you a decent forecast of that player's future abilities. I've been burned many a time jumping the gun too soon to sign an exciting player who's a bust after coming to me.
