hi i'm playing with lewes and finnisched 1st. and get promotion to the the conference national league.
but i want to make my team stronger with Billy the Kid, he has already accepted my contract but his work permit has bin turn down..
WHY?? he's playing in his national U21 squad?

How did you find a player who needs a workpermit? Afaik you can scout in England when you at a ECN/ECS club...

To answer the question, not that you deserve it, U21 caps don't count for work permit considerations.
