im venezia in the italian serie C1/A and there is a rule that doesnt allow me to sign foreign players. is there anyway that i could sign an agreement and then send them on loan somewhere until they have european nationality?

You would need a Belgian or Dutch feeder club but the chances of you getting them at Venezia is quite low and additionally it would take three years for them to become EU nationals.

However that said im not sure if these are the rules in Italy or just in the UK. I have a feeling Italian clubs dont away you to sign them full stop.

I've always thought FM should have the option to recruit border guards and lay minefields tbh.

A Dutch feeder club should be a place to eat cheese in a nice ambience.

No amount of feeder clubs will help you sign any more foreign players.
You are allowed to sign 1 non-EU player from a foreign team each season. There are no restrictions on the number of non-EU players you can sign from fellow Italian clubs, however.
