I'm going to assume you mean that you've won the world cup to unlock the ability to start a game with a national team.
Nothing appears for this option in the preferences, but when you start a new game and select a nation to play in, then on the screen where you select the club you want to be there is a list of countries you can control for you to choose from. So you select the one you want then start the game as normal.

I know what u mean, there is no confirmation email or option in preferences that says u unlocked international management. However when u start a new game and u get up to the "select team" screen there will be 5 or 6 nations to begin managing, depending on the selected nation (like sean said  )
