I keep losing players to play in Olympics Qualifiers. Not young players but established first team players often with many caps for the full side. No player is expected to play in these games in real life. When was the last time Park Ji-Sung went off to Korea to aid the South Korean under-23 side in their bid to reach Beijing? Never. But this happens in the game all the time and it isn't just him, that's only one example. It can mean key players are out of important league games for games which irl they wouldn't play in.
I'm pretty sure that the Olympics are sanctioned by FIFA as full, important internationals. And any country can call their players up and a club cannot refuse.
U23 squad can have 3 players 24 or over, so that is why experience internationals go. And would Park not go to represent his country and get a Gold? I'm sure he'd consider it.
Up to 3 over-age players are allowed only in the final tournament (which I'm sure Park Ji-Sung would be more than happy to represent south Korea for), not the qualifiers.
Regardless of that no player who has many caps for his country would be called up to the under-23 squad for an Olympic qualifier. Top players aren't even called up to the squad for the actual games without having specifically expressed an interest in taking part. This part of the game needs sorting out and if it is against rules to refuse call ups to the games, the international managers should show some common sense.
