Is it possible to up the number of teams in the Premiership to 22 and have Celtic and Rangers in it? I would love to have this league but it doesn't seem possible

Simple answer no

It would have loads of errors when loading up this game and the EPL is not configured to hold 22 teams

You could move two teams from the Premiership to the SPL and replace them with Celtic and Rangers.

I always move Celtic and Rangers into the English Set-up but usually i put them in the championship. What I usually do is swap them with two nobody teams from England, then move them up league by league into the championship. I then move the nobody teams down to Scotland's Division 3 and replace them with Spartans and Clydebank, also not forgetting to change the nation of the teams and cahnging last positions.
