how can i update the german clubs names (and others) ?? (without restarting a game if possible)

You could try FMM (FootballManager Modifier), it's a real time editor and I think that might be what you're looking for.

its all about some fake.lnc file !!
solution: with weegie update, or with a lnc pack (i dont have to restart a game!!)

its all about the *.lnc files ... i get a fake.lnc and it works without restarting !!
