It's all very dependent on the players, the positions they play and most of all the opposition they are against.
Having your creative players on a high CF against a poor team is fine, but against a better team they will struggle to express themselves.
I tend to follow that principle.
Against a weaker team I let my attacking players have more CF but against an equal or superior team I tend to lower it as I want them to be more disiplined.
But as the OP asked about CF on a DM I would always have it on low, usually the same as my FB's.
