Luiz Poppi is infamous around these parts
Default Slow time Passing

Why the players take too much time to pass the ball?? They keep holding the ball while other players next to them move without marking.

Obs 1: The Hold up ball function is disabled
Obs 2: Even the tempo is "quick"

Is it only me who gets annoyed?

Not Yet, I'm waiting it to be finished (so I don't have to start a new game everytime a new patch comes out to have all the functions working well)

Has it been corrected in the patch??

Things like the "Decisions" attribute might also play a factor, as well as either the "Dictates Tempo" or "Stops Play" PPMs, for differing reasons.

Are you playing with a Playmaker and/or Targetman as well?

They may also have no one to pass to if your players are on tight marking / closing down etc...

No target man or playmaker, tempo is set to quick. Decisions on my DMs is 12, 12 and 13. Passing is set to direct and he has no hold up the ball orders. My wingers are usually pretty good at finding space and even a backpass to defenders, that are usually in a position to recieve a pass, would be a better option than just standing there when two opponents closing down on them.

Yes I absolutely agree with the stupidity of all of my midfielders. Doesn't seems to matter what instructions they are given they just seem to pause and allow opposition players to close in and make a tackle.
Especially the DM as you said.

Extremely frustrating and has made me think that I should not allow a computer game to make me so angry - they are little round circles running aimlessly around a green area on a computer screen. They are not important, but they still make me frustrated. Perhaps I should get a life?

Compare my teams slow passing with, almost, every other team. They (AI) seem to make tremendous passes into space or directly to a team-mate with amazing accuracy and 'speed'. Not to mention their ability to actually close down and tackle. Defenders are able to 'hoof the ball clear' directly to a team-mate who then runs at break-neck speed through my statuesque defenders/midfielders.

Yes, I have patched the game. I've tried many variations on setting Defensive Line/Closing Down instructions. Noen, seem to work in an intiative manner. If seems very hit-and-miss and makes me feel like I have little control over my players and their tactics.

Yet, strangely, I will carry on. I am an addict

Well their decisions aren't that high to start with so that might be the first problem. If you have the team mentality quite attacking the players will always look to play the ball forward rather than backwards to a defender so that may be why he never passes back to the defence.

Also, you're wingers might get into good positions but how far away are they from the midfielder in question. If they're too far away he's less likely to attempt to pass to them so basically if his individual mentality is quite low and his the wingers individual mentalities are quite high then they may be too far apart from each other to make good passes often.

Can you provide the following information:
What do you have the teams mentality set to?
What's the midfielders passing attribute?
What are the midfielders preferred moves? (found on his 'Positions' screen)
What sort of individual mentalities do you have set for the players?

And also patch the game. You won't need to start a new game as it'll work fine with your current save.
