Silver stars are used only in comparison to the other players... stuff like CA and PA, as well as overall rating, are listed in general.

PA was compared to another player..hence the gold starts...

i sent my scout to scout italy and all player from 15 to 35 years old had gold stars.
i send another scout to france and he brings back 3 teenagers with silver stars and loads of older players with gold
the tooltip says somethign about the silver stars meaning the player is dubbed as like another player, or dubbed the new someone.

Gold stars - Assessed from a first team point of view.
Silver stars - Has been assessed compared to other youth players.
U18 players can be compared to older players and have their CA shown as gold stars, but not the other way around. PA stars are always gold.

so is it just random as to whether my scout assesses a 15 year old to other youth players or if he assesses them with first teamers?
