Depends on luck. On some years council had their way and blocked expansion, and next year I got more seats again etc.

You CANNOT arrange a fan day; it's upon the board decision.

Council occasionally blocks the expansion especially if it's a large one; maybe your satdium already reaches its max capacity. In that case, you should get a new one in a few years.

For my case, my stadium is expanded, but the seats are not filled (5000-10000 seats left beside big matches) and the season ticket sale tends to drop this year :o although I won the last 3 league titles.

In FM07 I was regularly told that the council had blocked my stadium expansion and the very next news item announced that the stadium was being expanded anyway!

jesus christ, will somebody get a grip at sigames and let your programmer know that this is a fantasy game for fantasy managers, not a political contistutionalised monopoly based around real life rules

Just keep asking for an expansion. I had my frist three attempts blocked at Hibs but finally got the approval.Just make sure you are winning and filling out the stadium. Other then that nothing more can be done other then just keep asking.
