I have a couple of high PA players but their CAs don't seem to be improving at a good enough rate. I have mostly 6/7 star coaches and quite good training, is there anything more I can do? I've been tutoring them as well.

depending on what team you are
try playing them in some games beacuse i was barcelona and a good run in the team for bojan and dos santos improved them no end

They need regular first team football. Try to loan them to a team that will play them often, or send them to a feeder club, if you can't do either then get them as many games as possible by playing them in cup games or bringing them on as a sub in games that your winning comfortably.
