He means that the higher the reputation, the more desirable the club becomes to players and so better players become interested in joining the club.

Another thing, is it possible to edit Brazilians or anny players who only seem to haveone word names?

Yes it is, but you have to put in their full name to do it.

when editing players, is it possible to bring players who are only available in certain countries, into different ones? For example: Is it possible to bring Anthony Vanden Borre of Belgium into England through editing?

You can only do that if they are present in the game when playing in the other country.
