No, this is hard coded into the game and cannot be changed.

You will have to wait till FM08 if you want to start from 1/7/07.

That's not actually a start date changer. That's just a saved game beginning in 2007.

you could always just start a game then dont manage a team till the 2007 season, so it will just play the 2006 1 by itself then jump into management

Ok, is it just me or is anyone else getting angry about constant questions like this? The answer is no, SI aint gonna allow you to edit the game to start in in July 2007. The only way is to do what has already been said, ie, go on holiday or even load brazil and set dec 06 as the start date. This will at least get you halfway through the season. Or you could even find a data update which has the transfers/loans/retirements/injurys sorted out and just start an new game, yes the players will have a year extra and the date will be wrong, but so what? it aint gonna kill you. If that dont make you happy, you could get an update, go into the editor and change every players date of birth. Sorry, but come on, this question is crazy. Rant over.

Load a league who starts in 2007. Like Brazilian, Scandinavians and so on. Set the start date in one of these leagues. The new season in England, Italy, Spain and so on will start in 2007.
