I know people have asked if they can remove it (obv not) but has anyone poked around and tried to raise it? I'm willing to give it a whirl, no matter how frustrating.

No.

But I did use the editor to create a non-wage capped North American League, replacing Belgium with Canada. (and using Canada rather than the US...)

I remember the sigames lowered it for some patch. I'm sure its convoluted, but I have a dream!

No, the editor doesn't allow it to happen. The only way to do it, is to use one of those editor programs that only works for FM, not WWSM and even then, I have no idea how it really would work. MLS seems doomed to be terrible in the game...and isn't designed to be good.
