Please help with a problem- Resizing document and effects Thanks

Hi
When you apply an effect like a drop shadow to let's say text.
When you resize the text the dropped shadow does not change
proportionally and therefor to get it to look the same you have
to modify the drop shadow again.

Is there anyway to lock the effect, so that no matter what size
the text is, the effect continues to look the same as before?

Layer Styles don't automatically scale, you need to scale them manually:

Also notice in the screenshot on that page the option "Create Layers"; this allows you to turn the drop shadow created by the layer style into a separate layer, which will scale as expected (as long as you scale down, up scaling will make it look worse), but you'll lose of course all the advantages of having a layer style.

That is something that Photoshop really goofed up on and needs to fix. Who in this world creates a cast shadow and then later wanting to create a smaller version of the art reduces it in size and then says "wow, I'm sure glad that the cast shadow looks way different than the way I created it and stayed the exact distance in pixels away from the letters now that it's small!

People don't think in exact pixels, we think about how the image looks. Computers think in exact pixels. We should not have to think like a computer to create the art we want, the computer should be created to think like people!
