If the game is geographically accessible and on a non match day I think it is realistic but I would still get the scout to watch him so as to ensure the form is not a fluke.
LLM is about realism.

There's various factors come into being here.
Which division are you in, are you part or full-time, what's your wages (bear in mind if you're part-time you'll have another job), what's the financial situation of the Club?
If you're a part-time Manager of Leigh on £100 a week, the Club being skint, you work normally on a building site, are you likely to spend your hard-earned travelling to Eastleigh to watch a game when your own team aren't playing? Don't think so.
As you go higher up the divisions, change to full time, the Club gets richer, then it's reasonable to say you may go to see local games to spot new players.
The holiday one's interesting. You've gone on holiday to Torremolinos, yeah, you may see a game...but how likely is a young Spaniard to come to Leigh for a game of football on £25 a week part time?
Managing Leigh, holidaying in the Highlands and taking in a game with Peterhead, Brechin, Arbroath, etc...that's more likely, I'd say...but even then, wages and likelihood to move come into it.
At least if your scout identifies a player and he agrees to sign you can say all terms have been met.

Thanks iajafar, your explaintion on going full-time is definately the most likely scenario, would of course use scouts to verify my personal opinion even I have had some blinding games but never made it past youth football due to lets be honest being a good athlete but shocking footballer (might have made it in modern game as talent seem secondard to fitness). Will concede my example was not the best.
Regarding Kriss's reply, surely as a LLM where IRL success or failure can me measured in small variables any advantage you can gain over your peers that is possible IRL is within the spirit of the game. I stand to be corrected.
Anyway have decided to start my career at Braintree, need to keep my day job as only paid £100 a week. Will update on any success or more likely my absolute failure (years of top flight management has spoiled & bored me)

I think Geography is a big factor here.
If you're managing Lewes and have a Saturday off, watching the Brighton youth team on a Saturday morning would be encouraged, let alone acceptable (For those who don't know the geography, its Lewes council who had been holding up Brighton's stadium plans, so they're very very close).
Also note, many sides Reserves/Youth don't play at their home ground. Brighton Reserves play in Worthing. Which is a half hour drive. Brighton Youth play at Sussex University (on the Brighton/Lewes border).
I would even go as far to say watching Eastbourne Borough, Bognor Regis, Crawley Town, Crystal Palace & Millwall Reserves/Youth is realistic, so long as its not every week. I think Eastbourne/Bognor would hold more weight though because they're in your league, so it makes sense to not only scout them, yourself, but the opposition. A great chance to see, for example, Eastleigh, who you wouldn't see otherwise apart from your encounters with them.

I'm sure its all realistic, but is it really neccesary to make it all so complicated.... From what I've read here it seems I have to have an atlas, a list of train prices and the price of bread next to me when I load up FM.
And I don't see the gain in looking at other matches. Sure, you may find someone, but if it's a good player he will come up in match reports when you play the team or in random news stories. You can than send your scout.
Furthermore, it opens a whole new gray area: "Where did you get that South-African wonderboy?" "I read in the paper that the current Droylsden manager went on vacation to South Africa, so surely so can I, and I went to see a game"
