The rules on job advertising, I think I'm correct in saying, state that you should at first try and use the "job advert" system. However, they go on to say that in extreme circumstances the staff filtering application may be utilised.
I would have said that this circumstance is extreme enough to activate this clause.
On FM 2007, I have generally found that advertising for scouts generally has now effect, and as such I usually wait for a few months, hoping that someone will apply, before I use the staff search screen.
