Not if you want both National and Club management right from the start.
Like I say, you could make yourself just England manager, then hope for a top job along the way.

Just start with two managers, the "real" one you want to play at your club and the other "fake" manager at the national team. Then retire the fake manager and apply for the job with your real manager. Depending on the nation and your rep you may not get the national job.

I did this with Canada, but there is not much competition so I was given the job right away. England may be a bit tougher.
