For example while I am browsing for players I see a minimum release clause how can i put a minimum release clause on one of my players?

Offer a new contract, activate the "minimum fee release clause".

dont see why you would want to, you do realise that if a club bids that amount you cant refuse the offer????
if setting one, set it very high
