This is bugging me, when player gets bad injury you get option send him to specialist or physio. Specialist is recommended option treating the injury and takes much shorter time to recover.

Why would anyone not send him to specialist?

He is still gelling with team-mates. If he is a new signing he will settle in during that time, theres loads of reasons.

Ah, a good point...though I don't think the player is away more than couple of days maximum? Not "TRV" icon or anything like that when other players are for example traveling with international squad.

I'm not sending a player to a specialist if he's leaving us somewhere in the upcoming months. Not going to pay for a cure some other club might profit off.

sometimes if its a rubbish player i dont bother with the specialist because although its not listed i suspect it costs your club money

Yes for teams without a decent financial structure e.g. lower league teams it is sometimes to costly to send players to specialists.

The game isn't so sophisticated yet, Number 7. That reason simply does not exist yet.

I reckon the cost is the real thing here. If it's just a reserves' player that got injured, why would you want to spend lots of money to get him back ASAP? But if it's your star player then you need him playing ASAP... And you might be willing to pay more for it. That's all.
