Default Is there an easier way
Let's say I have a large photo 24x28 inches, with a group of people on it with the group size being about 14x11 inches.
I wan't to create a photo of just the group of people for a 4x6 photo but I don't want to just reduce the large photo as the group would come out too small.
Rather I want to crop or copy just the group and then resize it to a 4x6, what is the easiest way to do this.

Select the crop tool and change Width and Height (inches) in the option bar and leave the third box empty:
