FM Modifier 2006 - Negative attributes?

Guys, I've just started using the FM modifier editor on an old game of FM 6.0.3 and I can't work out what the attributes mean. Each player attribute has a range of -100 to 100 in the editor, and I don't understand how this corresponds to the 0-20 range in the game.

Some help?

PS. Is there a decent manual somewhere? The one that came with the editor is pretty poor.

I'd have to guess it's just like 1-100, but with 0 being 10 instead of 50.
