Is there anyway to edit teams that are unmanagable in a save game?

I've understood that there are two kinds of lower league teams:
1) The ones that can be promoted to the lowest accessible division. These teams usually have some kind of staff and the modifier will show a budget for them.
2) The ones that are basically just names and only take part in domestic cups or friendly games. No staff. No budget.

I am in the middle of a game, and I'd like to raise one of the teams in the latter category into a managable division. So far I've tried raising their reputation, arraging friendlies to give them money and I've even achieved to arrange them to win the domestic cup.

Am I doing all this for nothing? Is there anywya this team will ever be managable in the game I'm playing? Is there any other editor I'm not aware of that can help me with this?

You don't have to no the allknowing answer to the question, I value all ideas. Really, I do just want hear you thoughts.

P.s. reading this outloud right now, makes me sound kind of desperate, which I, you know, am, but it still shouldn't sound like this.

u u could use the before game editor to do it but it sound like u want some way to do it ingame

Thank you, henryzz, that's all I wanted: recognition.
But yeah, I'd really like to do it ingame. I'm already five seasons into the game, and actually managed to get into the Champions League with a Finnish team and though I've lost nearly all my games there, I did manage to beat Chelsea 1-0 at Stamford Brigde. That one of the things I don't want to let go.
