it's true, just the club reputation is high, it's still hardcore to get a foriegn player to sign with the club, the main reason is that the clubs are all of them on semi professional. Thus a Full time player would hardly ever sign for the club. The only reason why they are so high is that old/worn out players might actually sign for some of the clubs. Hope it makes sense.

With the reputations so high I only managed to sign as my 3 foreigners an unemployed Nigerian who last played in China and was 20yrs old. An unemployed Brazilian defender and Hossam Hassan who was 40yrs old.

With reputations very low it was even impossible to get these players ... So by making it higher it becomes more realistic to sign Nigerians and South American unemployed players, since the majority of the foreigners in Malta are like that, and each year the majority of the clubs get new ones.

You have to switch the ENGLISH three-letter-abbreviation (TLA) from both countries. So you should enter "ALG" into the english TLA field of Southafrica and "RSA" (I think this is right?) into the english TLA-field of Algeria! Then it should work and Algeria should be selectable on the start of the game!
