In Slovenian and Indian league, I had similar problems. Finally, I kept some slovenian or indian teams at lower divisions and the game works fine, but merging the teams of the leagues in cup competitions. You can try this system.

I did try this but still doesn't work. Never mind, I've just swapped using the Scottish league and it works fine. There must be something weird about the Icelandic league which as I said is a shame because it has the shortest league campaign
